U.S. Representative Randy Weber of Texas has introduced the Juneteenth Museum Act of 2024, a legislative proposal that seeks to explore the establishment of a museum dedicated to Juneteenth. The act directs the Smithsonian Institution to collaborate with officials in Galveston and Texas to evaluate potential locations for the museum in Galveston and report recommendations to Congress.
Rep. Weber emphasized the historical significance of Juneteenth, stating, “Juneteenth is an important chapter in our nation’s history, and it was right here in Galveston, Texas, where this historic day was first recognized. It’s a moment that symbolizes freedom, resilience, and the enduring spirit of America.” He expressed pride in leading this initiative alongside community leaders from Galveston.
Galveston Mayor Craig Brown praised Rep. Weber's efforts: “Today, we celebrate the filing of the Juneteenth Museum Act of 2024 by Rep. Randy Weber as a major milestone in the community’s quest to create a Juneteenth museum in Galveston.” He noted that partnering with the Smithsonian could potentially secure federal funding for a study on establishing the museum as part of this national institution.
The background context for this initiative dates back to June 19, 1865, when Union General Gordon Granger arrived in Galveston and announced General Order No. 3. This order proclaimed freedom for all slaves in accordance with President Abraham Lincoln's Emancipation Proclamation issued over two years earlier.
The City Council of Galveston officially endorsed Rep. Weber's effort on October 24, 2024. The bill also has several original co-sponsors including Reps. Henry Cuellar (TX-28), Michael McCaul (TX-10), John Carter (TX-31), Kay Granger (TX-12), and Al Green (TX-9).
